Luke Carl, a member of the newly established Customer Harassment Special Task Force (commonly known as Special C), led by the government and the ruling party, carried the memory of his mother, who took her own life due to customer harassment. Determined to eradicate customer harassment nationwide, he continuously imposed sanctions on ill-behaved customers, shielded by the law.
